William Buckhout Greeley was a graduate of the Yale Forest School and began his career in forestry in 1904. He was Chief Forester of the U.S. Forest Service from 1920-1928. The Western Pine Association formed in 1931 with the goal of setting uniform grade standards for lumber. It grew out of a merger of the Western Pine Manufacturers' Association of the Northwest and the California White and Sugar Pine Association.
